Using Microsoft.Web.Administration gives access denied

Hi, I'm trying to use Microsoft.Web.Administration to access the Live Smooth Streaming publishing points from a webpage in IIS. The problem I have is security. I'm using win server 2008 and iis 7 with anonymous and forms authentication enabled. First I tried with the default 'network service' as the app pool identity. Got a permission error on redirection.config file. Gave 'network service' full access to that file and the applicationhost.config file. Then I get another error: Access is denied. (Exception from HRESULT: 0x80070005 (E_ACCESSDENIED)). I can't get passed this one. So I tried to set app pool identity to 'local system' and that works as it should, problem is, I don't want to run the public website with 'local system'. Tried to set app pool identity to 'applicationpoolidentiy'. Then got same permisison errors as with 'network service'. Changed the permissions on the config file and directory. Got the same Access is denied. (Exception from HRESULT: 0x80070005 (E_ACCESSDENIED)) error again. I'm stuck, what is causing this access denied message? I don't get it when using 'local system'
